Bullhorn alternatives and competitors for staffing agencies
By Drippay, Inc.Published 9 min read
Bullhorn is the incumbent ATS and CRM in staffing, and agencies rarely shop for a replacement because the product stopped working. They shop because something structural changed: the edition no longer fits the desk, the modules they pay for are not the ones they use, or the pricing model and contract shape assume a bigger firm than they are. This page compares the staffing-native alternatives by agency shape, current as of August 2026.
Disclosure up front: we build dreach, an AI sales agent for staffing and recruiting agencies. dreach is not an ATS and not a Bullhorn replacement, so it appears below only as the client-BD layer that runs beside whichever system of record you choose. No vendor paid to be included, and there are no affiliate links.
- Pick Recruiterflow if you run a perm or executive search desk and want an ATS and CRM with sequences, automation, and AI agents in the published package.
- Pick Loxo if you want to consolidate the ATS, CRM, sourcing, contact data, and outreach onto one bill instead of stitching tools together.
- Pick Crelate if relationship-first search workflows matter and you want optional onboarding and back-office connections as the desk grows.
- Pick JobAdder or Vincere if temp and contract work is core: JobAdder for dual-desk agencies with heavy job distribution, Access Vincere Evo for a suite connecting front, middle, and back office.
- Add dreach if whichever system you migrate to, you want the client-BD side handled: hiring signals in, outreach and follow-up on autopilot, intake calls out.
Why agencies look for Bullhorn alternatives
Start with what you would be leaving. Bullhorn describes an AI recruitment platform that runs an entire staffing or recruitment firm in one system, from winning clients to sourcing, placing, and redeploying candidates. It says more than 10,000 firms use it worldwide, and its Marketplace lists more than 350 partners. That footprint is why it is the default, and none of what follows argues the product is broken.
The usual reasons to shop are fit, not failure. Bullhorn publishes entry pricing for small agencies while higher editions, Bullhorn One, and additional products are quoted, so a small desk can end up evaluating modules built for a much larger firm. A perm-only agency may not need middle-office workflows at all, while a temp desk may need them bundled rather than quoted separately. And a quoted annual contract suits a firm with procurement, not a two-person desk that wants to swipe a card.
The alternatives below are all staffing-native ATS and CRM platforms. There is no ranking, because the right answer depends on desk shape: perm versus temp, search versus volume, solo versus multi-office. Compare against the desk you run, then verify the current packaging with the vendor, because all of them change plans often.

Recruiterflow
Recruiterflow describes itself as an AI-native ATS and CRM for executive search, recruiting, and staffing agencies, and says more than 2,100 search firms use it. The published platform combines the ATS and CRM with multichannel sequences, recruitment and sales automation, reporting, and its AIRA family of AI agents for search, sourcing, and note-taking.
It sells on published per-user plans, with the AI-agent tier priced by quote. The fit is a perm or search desk that wants outreach and automation in the same product as the system of record; agencies with temp payroll or billing requirements should confirm those workflows during evaluation because they are not part of the published feature set.
Loxo
Loxo describes a Talent Intelligence Platform that combines an ATS, recruiting CRM, sourcing across its own people and company database, contact data, multichannel outreach, and AI agents in one product, serving search firms, staffing agencies, and RPO teams.
The pitch is consolidation: one bill instead of an ATS plus a contact-data subscription plus an outreach tool. It offers a free single-user tier and published per-user pricing, with sourcing, outreach, and AI agents sitting in a quoted higher package, so test the paid data and outreach bundle you would actually run before deciding the consolidation math works.
Crelate
Crelate describes a recruiting platform that unifies an ATS and candidate and client relationship management with contact discovery and enrichment, automated outreach and sequencing, analytics, onboarding, and back-office connections for payroll and timekeeping. It positions relationship-first workflows for executive search alongside running a full desk at volume for staffing and consulting firms.
It publishes per-user tiers with platform packages quoted. The capabilities are modular, and automation, sequences, and fuller API access sit above the entry tier, so compare the tier you would actually buy rather than the entry price.
JobAdder
JobAdder combines an ATS and recruitment CRM with placement management for temp and contract roles, business-development workflows, native job posting to more than 200 job boards, and more than 100 integrations. It serves both agency and in-house teams.
It does not publish a dollar amount; the company prepares a tailored proposal based on what your team needs. The fit is a dual-desk agency that runs perm and temp together and leans on job distribution; compare the Lite, Essential, and Pro feature sets because API access, automations, and analytics vary by plan.
Vincere
Access Vincere Evo places its recruitment CRM and ATS at the center of a suite that connects front, middle, and back-office operations, with payroll and billing provided through the separate Access FastTrack360 Evo product. Access says more than 22,000 recruiters use it, across temp, perm, executive search, and RPO work.
It is the closest match to Bullhorn in shape: a suite sold through sales on personalized quotes, aimed at firms that want one vendor across the whole operation. If that is the shape you are leaving Bullhorn to escape, it is the wrong direction; if you like the shape and want a different suite, confirm exactly which Access products and services the proposal includes.
Side by side
The roundup in one view. Pricing models describe how each product is sold; the dollar amounts are not printed here because they change often, so get the current number from the vendor page or a written quote.

Migrating off Bullhorn: what to verify before you sign
Switching an ATS is a data and workflow project, not a purchase. The evaluation that saves the most pain happens before the contract, and it is the same checklist whichever alternative you shortlist.
- Export scope: confirm what leaves Bullhorn (candidates, contacts, companies, jobs, placements, notes, activity history, and documents) and exactly what the new vendor imports, in what format, at what cost.
- Integration parity: list every Marketplace partner and integration the desk depends on today, then confirm a working equivalent on the new platform before committing, not after.
- Middle office: temp and contract desks should verify where time, pay, and bill will live, whether native, a separate product, or a partner, and price that in.
- Cutover: keep read access to the old system through a transition period, run the two in parallel on live requisitions for a sprint, and time the switch to your renewal date.
- Total cost: compare a written first-year quote that includes seats, modules, data migration, implementation, training, and support, not the entry price.
Where dreach fits: not a Bullhorn alternative
Here is the first-party part, stated plainly. dreach is not an ATS, not a CRM, and not a Bullhorn replacement. If you arrived here shopping for a system of record, every product above is a candidate and dreach is not.
What dreach is: an AI sales agent for staffing, recruiting, and executive search agencies that handles the client-BD side beside whichever system of record you choose. It finds companies from hiring signals, starts new prospect conversations through email or LinkedIn, follows up until there is an answer, and books the intake call. SMS or iMessage is used only after the recipient requests it or when the agency has another documented, counsel-approved basis.
The reason it belongs on this page at all: a migration is exactly when BD stalls. The desk spends a quarter moving records and learning workflows, and outbound quietly stops. An agent that keeps hiring-signal outreach and follow-up running while the system of record changes underneath it is the piece most migration plans forget.

Pick the replacement by desk shape: Recruiterflow or Crelate for perm and search, Loxo to consolidate data and outreach with the system of record, JobAdder or Access Vincere Evo when temp and contract operations lead. Then treat client BD as its own decision: whichever ATS wins, dreach runs beside it, turning hiring signals into intake calls while the migration happens.
